I have seen that cycle in office buildings, residence halls, and fitness clubs. The fix is rarely a full program rebuild. It is a tighter operating system, rolled out in the right order.
Start where failure is visible and expensive. In a commercial building, that may be HVAC scheduling and tenant-facing response times. On a campus, it is often deferred work, residence hall turnovers, and sanitation consistency across multiple buildings. In a fitness facility, locker rooms, high-touch cleaning, and equipment uptime usually deserve attention first because members notice those misses immediately.
Use a 90-day plan. Pick one planning process, one execution process, and one review process. For example: tighten preventive maintenance intervals, standardize daily opening and closing checklists, and hold a weekly work-order review in the CMMS. That combination is practical because it changes how work is identified, assigned, and verified without overwhelming the team.
The return usually shows up in labor before it shows up in a dashboard.
Planned work reduces callouts, overtime, parts scrambling, and repeat failures. It also gives supervisors something many teams lack: a credible way to set priorities across different facility types. A campus utility plant, a Class A office tower, and a 24-hour gym do not carry the same risk profile, but they all benefit from the same discipline. Define critical assets, set response standards, and separate true emergencies from work that can wait for the next planned window.
Do not force every asset into the same strategy. That is where plans become expensive on paper and ignored in practice. Life-safety systems, central HVAC, domestic hot water, access control, and heavily used fitness equipment need tighter oversight. A low-cost exhaust fan in a noncritical space may be fine with a simpler run-to-failure approach if replacement is fast and consequences are limited. Good maintenance programs are selective, not uniform.
Execution matters more than policy language. Write PM tasks at the technician level, not the management level. "Inspect AHU" is too vague to audit. "Check belt tension, verify amperage, replace filters, record vibration, confirm drain pan flow" gives the technician a clear standard and gives the supervisor something concrete to review. The same rule applies to sanitation. If disinfectant wipes and sanitizing wipes are part of occupant use, place them where behavior occurs, then assign refill checks to a shift, not to a department in general.
I also recommend treating vendors as part of the operating plan, not as a separate lane. If the janitorial contractor owns restroom consumables, the engineering team still needs visibility when shortages create complaints. If a specialty vendor maintains cardio equipment, your staff still needs a fast escalation path for out-of-service units on the floor. Buildings run better when responsibilities are documented at the handoff points, where work is usually dropped.
Review results monthly with plain measures. Look at PM completion, repeat work orders, response time by priority, top failure categories, inspection misses, and avoidable contractor spend. If a measure does not change a staffing decision, stocking level, training need, or vendor conversation, it is probably not worth tracking.
Keep the rollout simple. Train the supervisors first. Give technicians usable task standards. Audit a small sample of completed work every week. Adjust the plan based on failure history, seasonal demand, and occupant feedback. That is how best practices become day-to-day control across commercial sites, campuses, and fitness facilities.
